iPadOS 13 significantly improves the productivity of the iPad and starts at the home screen. You can now attach the Today View widgets to the left column on the tablet's home screen, making it much easier to access your favorite shortcuts.
Access to the Today View in iPadOS 1
The Today View used to be displayed as its own page on the iPad. In iPadOS 13, it appears as a column on the left edge of the iPad screen. Simply swipe anywhere to the right on the left-most home screen to display the widget panel.
If you are in landscape mode, the icon grid becomes smaller space next to the Today view panel. Swipe left to hide the panel. If you are in portrait mode, swipe to the right on the home screen the Today View panel at the top of the home screen (the icons become blurry).

If you view Not used today, you must first add widgets to this screen, scroll to the end of the Today View section, and tap "Edit."

To do this, open the Today view by swiping to the right on the left-most start screen. Then swipe to the bottom of the Today View panel and tap the "Edit" button. Select the switch next to "Save to start screen".
Once you do this, a new "Pinned Favorites" section will appear below. You can now drag widgets from the list to the Pinned Favorites section to pin them to the home screen.
Tap and hold the "Handle" button next to the widget in the "Pinned Favorites" section.
Once locked, these widgets are always displayed on the home screen. You can swipe up to reveal all other widgets in the list.
