Another day, another beta, right? Well, that's not always the case. Apple can be quite inconsistent when it comes to beta releases. In the past, a beta release every two weeks was virtually guaranteed. Nowadays these updates can come at any time. Consider today's release, iOS 13.2, developer beta 4, which comes a week after the release of dev beta 3.
Apple released the fourth developer beta for 13.2 at 1 p.m. EDT (10.00 hrs PDT), the usual release time for beta seeds. Please note that this update only applies to developers – if you are a public beta tester, you must wait until Apple releases public beta 4. We expect that release will be released around 4 p.m. EDT (1
Regarding beta 4 for the 13.2 table, that remains to be seen. We must first get our teeth into the software before we know exactly what changes there are. Dev beta 3 was a minor update in itself, including mainly bug fixes and stability updates. It would therefore not be surprising that 13.2 beta 4 is much the same.
As soon as Apple publishes the release notes for dev beta 4, we may see a little more insight into what this update ticks. That said, Apple didn't have much to say in the release notes for beta 3. View them below, it's a quick read:

Update your iPhone to iOS 13.2 dev beta 4, you must be a registered developer. You can use the recovery image for your iPhone that is available in the developer portal (install with iTunes or Finder) or install the configuration profile and then update it wirelessly. If you have already installed the profile on your iPhone, go to Settings -> General -> Software Update to install the latest beta build, or wait for it to be installed automatically if "Automatic Updates" is enabled.
