Details of new stimulus package: how much is in the second check and when will it pass?

How did this new $ 900 billion stimulus package come about?

The $ 900 billion stimulus proposal is the latest variant of a $ 908 billion proposal from Dec. 1 that was split into two parts by Monday. The first is a $ 748 billion core bill, which includes unemployment finance and other measures. The second is a $ 160 billion bill that removes the two most controversial issues that could capsize an agreement: money for state, local, and tribal funding on the one hand; and a liability shield to protect companies from coronavirus litigation.

Neither lob of the two-part stimulus deal contained one second stimulus control, but now that the most thorny issues have been cleared up, the main Democratic and Republican negotiators are seizing the monetary wiggle room to fund the popular discounted stimulus check.

Why is a second stimulus check important to the bill?

A second stimulus check has received widespread bipartisan support since the CARES law was passed. In recent months, everyone from President Donald Trump and President elect Joe Biden to members of Congress, economists and ordinary people have argued for another direct payment.

Last week, Trump called for “more money than they are talking about” in stimulus checks. White House press secretary Kayleigh McEnany did not say whether Trump would refuse to sign a stimulus package that did not include a second check, but said on Tuesday that Trump “would really like to see those stimulus checks there.”

Biden, McConnell and others have repeatedly described this December legislation as emergency relief rather than a sweeping economic stimulus package, and have committed to a new stimulus law in 2021.

“It’s a down payment,” Biden said on December 16. “A major down payment for what needs to be done in late January and early February. But it’s really important to get it done.”
