To return to the first home screen page of apps, it is as if you are closing an open app and you are returned to the home screen. On an iPhone with Face ID you quickly swipe up from the bottom of the screen. For all other iPhone models, click the Home button once (don't tap).
That's all, and it works on iOS 13 and all earlier iOS versions. If you've dragged back and forth from one of your other pages to the home screen page, you can now quickly swipe once or press a button. It's that simple.
