First, open “Settings” by clicking the “Start” menu and selecting the little gear icon (or you can press Windows + I on your keyboard).
In ‘Settings’, click on ‘System’.
In “System”, select “Notifications and Actions” in the sidebar.
On the “Notifications and Actions” screen, remove the check from “Suggestions for ways I can finish setting up my device to get the most out of Windows”.
If you want to avoid another popup window after an update (one with ‘What’s New’ tips), you can also check the box next to ‘Show me the Windows welcome experience after updates and occasionally when I sign in’ turn off to highlight what’s new and suggested. “
