Stimulus package status: negotiations are racing to the December 11 goal post

Will the deep political divide in Congress continue to disrupt stimulus negotiations?

Incentive negotiations are finally gaining momentum. On Thursday, the country’s top Democrats – including President-elect Joe Biden – gathered behind one $ 908 Billion COVID-19 relief proposal created by a group of Republican and Democratic senators. Introduced Tuesday, the subtrillion “framework” broke funding for programs but has not yet written a bill.

The new proposal includes $300 in weekly unemployment support, and money for small businesses and vaccine distribution, among other measures. It wouldn’t second stimulus control (here’s why we think another direct payment could still take place in 2021.)

The group is expected to present the completed package on Monday, with a view to negotiating the terms and voting on it next week. Both House Majority Leader Steny Hoyer and Senate Majority Leader Mitch McConnell have their sites set for Dec. 11 as the day to pass a new coronavirus incentive law, the same day funding for the federal government runs out.

In fact, the two accounts can be merged.

“Probably everything is probably going to run into the spending bill right now,” Senate Majority Whip John Thune, a South Dakota Republican, said Wednesday.

But despite the double calls of urgency and optimism from both sides of the aisle this week, towering hurdles remain. The first is McConnell, who on Tuesday unconditionally rejected the $ 908 billion proposal and instead proposed a third revision of a $ 500 billion “ meager ” law, which failed twice in the Senate and was blocked by the Democrats, and likely again. would fail.

Yet McConnell indicated on Thursday that he is open to an agreement.

“Compromises are at your fingertips. We know what we agree on. We can do this,” McConnell said Thursday, CNBC reported.

The second hurdle is the question of the compromise itself. As Pelosi and Schumer now advocate using the $ 908 trillion framework as the basis for the negotiations, the Democratic leaders made it clear they wouldn’t accept it as it is.

“Of course we and others will offer improvements, but the need to act is immediate and we believe we can negotiate a good faith agreement,” they said in a joint statement on Wednesday.

Biden also underlined that the framework is only an emergency measure and stressed the need for more incentives in 2021.

“Right now, the entire Congress should come together and release a robust enlightenment package to address these urgent needs. But any package passed in a lame duck session is lucky to be at its best, but a start, “he said Tuesday.

On Wednesday, the US reported the highest day of US deaths from the coronavirus, and more than 200,000 new cases and 100,000 hospitalizations – a stark new record.

Here’s what we know about where the negotiations are now and what could happen before the end of the year.

How soon can a new incentive law be put to the vote?

Here are some possible scenarios that could play out in the coming weeks and months, depending on how the wind blows in Washington.

When can an incentive bill or package pass?

House vote

Senate vote

President signs

December 9th

December 10th

December 11

February 1, 2021 (after inauguration)

February 2

February 3

February 16 (February 15 is President’s Day)

February 16

February 16

Mar. 15

March 16

17th of March

What could happen next?

An incentive bill is completed before January 20th: An agreement is reached and the current House and Senate will vote before the new Congress takes place in January. If Trump signs the bailout into law, aid would likely start to go out within weeks, with certain groups receiving financial aid before the end of 2020.

Negotiators agree on a stimulus agreement, but it fails in both the House of Representatives and the Senate: In this situation, Democrats and Republicans could make their own proposals that could be passed in their majority chambers, but fail (or aren’t considered) by the other. In this case, Congress can try again after Biden is sworn in as president.

A smaller bill could pass now and a larger one could happen later: It is possible that a subset of programs will be funded before Biden becomes president, such as unemployment assistance or a extension of the deportation ban, with the new Congress revisiting other programs, such as a second stimulus control, after his inauguration. As the incumbent president, Trump would have to sign any bill passed before January 20 in order to go into effect.

Conversations fall apart again until after January 20: If partisan disagreements prevent a bill from being passed, they will likely reboot after the January inauguration. Here are a few executive actions that Biden could take immediately if a stimulus bill isn’t over the time he was sworn in as president.

If an invoice is accepted that includes a direct payment, here follows how soon we think the IRS can send a second stimulus check.

Yes, the $ 2.4 trillion Democratic stimulus proposal still matters

The House of Representatives was passed on 1 October a revised Heroes Act that included one second stimulus control and additional benefits such as improved unemployment benefits for tens of millions of Americans. The House bill, which was primarily endorsed by the Democrats, was not expected to pass through the Republican-controlled Senate, and it didn’t.

Although not a law, this bill provides the foundation from which Pelosi works now and could operate in the future, should another incentive law go into effect after Biden’s inauguration in 2021. This revised hero law has the backing of Biden and could be applied in the future. negotiations, depending on whether the Georgian outflow from the state on Jan. 5 gives Democrats control of the Senate (Republicans currently keep a two-seat lead).

What funding measures do Republicans and Democrats both embrace?

Proposals from both parties include the Paycheck Protection Program for Business, improved unemployment insurance, and another incentive payment of up to $ 1,200 for individuals that meet the requirements. While not every commonality would make a smaller bill, these measures will most likely receive bipartisan support if adopted first. The two sides also agree on increased financial support for coronavirus testing and vaccine deployment.

Here are more details on the biggest points of contention between the White House, Republicans and Democrats.
